No—you cannot sync an iPad with iTunes directly on the iPad, because the iTunes app on iPad (or iPhone) is just for purchasing and playing content, not for device syncing. Connect your iPad via USB (or Wi-Fi sync if enabled), then you can sync music, movies, podcasts, and backups.
