Plug your iPad into your mac / PC. Open iTunes. Transfer songs.
First, extract all of the songs from your CD through your computer and put all of the songs on the CD into iTunes (only mp3 and mp4 files are accepted to play a song on the iPod Touch). After making sure the songs are the correct format, plug in your iPod, then iTunes should recognize it, and then just drag the songs to your iPod symbol in iTunes.

Try Downloadng (Buy for full version) Acousticar CD Ripper (I think) then you can transfer songs on to your Computer. It will automaticlly convert to MP3.

Your entire music collection (iPad + iPod Touch) is already on your computer so I think you need to simply to simply connect your iPod Touch first and then select the songs/albums that were on your iPad to your iPod Touch.
You will need to transfer them on a USB drive and put them on your computer. After that, you can burn the songs onto a CD.
Songs come in many formats. CDs can be used in many ways. If you have a Mac... Insert a blank CD. Double click the CD's icon. Drag the required songs into the CD's window. Click the Burn button in the top right corner of the CD's window.
