There are two ways to do that. First that user which you are going to use like to log on should be in Administrators Group. Second way is to know password for actually Administrator, then under any user Shift + right click on the program which you want to start, then Run as... Choose "Following user" and type Administrator if that field is empty. And then password for administrator. It's no way to run a program with administrative privileges without knowing password for Administrator user, or having a user in Administrators Group.

Regardless of what the brand, the easiest way to gain access to the administrator account in Windows is to reboot the computer and hold the F8 button during the reboot. When you see a meny appearing prompting you to choose a boot-up method you choose SAFE MODE and wait. When you get to the Welcome Login screen in windows you should have the option to log on as Administrator. If you are lucky that account will be unlocked.

There are a few unknown variables to your question, I will take a few things for granted. First, I am guessing you are refering to a Windows login. If this computer has Windows XP or earlier, you can go into safe mode by restarting your computer and continuously pressing the F8 key during login. Once you have done this you can choose the log into Safe Mode option. Once you get to the main screen click on the Administrator login, if you need to type something in type in Administrator leaving the password blank and click enter. Sometimes depending on the brand of computer you may have you may need to type in Owner leaving the password blank. On allot of systems, this will log you into the Administrator login in windows safe mode. Here you can go to the control panel then to the User settings and change the forgotten password on your account without needing to know your old password. Passwords are completely useless in Windows 98. If you would like to recover a personal profile, all you need to do is delete the password file. It will be follow the syntax of USERNAME.PWL, where [USERNAME] is the name you log in with. Just delete this file. Then log in using a blank password, and change it in the Control Panel.
