One way is to put a wrench or, better yet, a long handled ratchet (12" or so at least)on the tensioner pulley center bolt and turn it such that the pulley rocks to one side or the other to relieve tension, slide the belt off and release the pulley slowly. Te reinstall the belt, use the same technique.
