Loosen the nuts on either side of the adjuster rod, then rotate the adjuster rod to pivot the PS pump. Note that one side of the adjuster rod is a reverse thread so that it spreads or closes the gap instead of just moving one direction of the other.

if its anything like my mx6 u need to loosen the 17 mm nut on the pulley on the pass side a tight fit then from on top the adjustment 8 or 10mm i think should move this pulley to loosen or tighten the belt make sure u loosen the big nut on pulley though or u will bend the long threaded adj. rod
Connecting rod bearing nuts are torqued. How much you should torque the nuts depends on the year, make and engine.
