I have loosen the tensioner pulley to change the belt. If that is what you are looking for perhaps this might help. Some places want to charge up to $90 for doing this because there is an engine mount on the very top which does not allow room enough to turn the pulley and release the belt. Make a diagram of the belt and the pulleys. If you have a floor jack take the top half of the handle or go to Lowes or Home Depot and purchase a 24" X 1" steel pipe, keep the receipt so you can return it. as long as you are at the store purchase a scrap piece of wood, a small piece of 2X4 or any board thicker than 1/2" it does not need to be that big. Ready??? Position the pipe on top of the pulley arm apposite to where it is mounted to the engine block, stand in front of the car, place the piece of wood on top of the pipe and place your chest on it, push down with your body while reaching any one of the pulleys and slide the belt to the side. There isn't any fuse then is linked to the alternator on a 1996 Mercury cougar. The alternator has an internal regulator, but does not have a fuse.
You can replace the alternator on your 1989 Mercury Cougar by removing the alternator belt. Disconnect the wiring harness from the back of the alternator. Remove the alternator retaining bolts. Reverse the process to install the new alternator.
I can tell you that on a 2000 mercury cougar it is a fuse on the positive cable between the battery and the alternator

If the bearings in the alternator get bad enough it can lock up.
It should be the same as for a 2002 Mercury Cougar which is answered in WikiAnswer under the Question; " How to remove alternator from a 2002 Mercury Cougar 2.5L V6." The 2000 Cougar may be different by having an upper alternator BOLT. If it does, and you can't lift the bolt out (after fully loosening the bolt), lower the alternator and you can, then, lift the bolt out. When you begin to install the alternator (attach the power wire, and the wire connector) place the BOLT in the upper hole in the alternator, and THEN, raise the alternator to install.
I just replaced the alternator in my 2000 Mercury Cougar and with the labour, belt, idler, alternator and tensioner it was roughly $700 Canadian!!If it wasn't such a good car i would have though twice about fixing it but I've never felt safer in any other vehicle besides the Coug!
The charging system is the alternator which is on and functioning anytime the engine is running. If not, then you have a problem with the alternator.

Loosen the tensioner pulley. Remove the old drive belt. Install the new drive belt. Tighten the new drive belt with the tensioner pulley.

You have a shop do it unfortunately. new alternator from ford cost me in the area of $300 plus labor on top. you have to drop all kinds of stuff to get to the alternator. gotta take it out from underneath. goodluck.
