In the engine compartment, there is a joint in the cable that requires a 12mm and 19mm open ended spanner to undo. Then pull out the whole cable, grease, wipe off excess, then gently push the cable back. Do up the screw and gently tighten with the 12mm and 19mm spanners.

There is no speedo cable on a 96, GM quit using them in 1987. You have a speed sensor, which is located on the top rear of the transmission. It will have a couple wires coming off it in a plug, that run thru the computer, then to the speedo. If your speedo has quit working, has it also set a check engine light? If so, I would recomend replacing the speedo sensor.
this is not an electric speedo so no fuse will be ther.check where the speedo cable bolts to the tranny and make sure that the gears inside are not broke or stripped
Replace the speedo head assembly. It is a sealed unit, with no servicable parts. If the speedometer is working, then the cable and the speedo drive gears are working. The failure must be inside of the speedo head assembly itself.
It's usually the cable or the speedometer head in the dash that have problems Is it possible to lubricate the where the cable and the speedometer head cluster meet? If so, how do you get into the head or cluster?

I have a 1996 t100 it should be similar. It took me 45 minutes. so don't worry , you can do it. First take off the dash panel under the steering wheel, it will hang there attached to wires, like four 10mm bolts. Then take off the the trim plate around the speedo, should be 2 screws, you might have to tilt steering wheel or put in gear to make room to get it out. 4 screws and you have the speedo console out, reach behind and pop off old speedo cable. pull down dash and push through floor board hole. under truck it has 3 hooks that hold in place undo those. on the passenger side the cable continues into a heat shroud, take that off three nuts hold it in place. two hooks hold the cable in place under the shroud. unscrew end of speedo cable attached to tranny. attach new cable and follow instruction in reverse up and back into the cab.Good luckRead more: How_do_you_replace_a_speedometer_cable_on_1998_Toyota_T100
There isn't a "cable" like there used to be. The speedometer/odometer is controlled by an eletroic speed sensor. A wiring harness plugs into the back of the dash module containing the speedo.
