You must do two things:
1. Remove the fat in that area [this is why so many people think they "don't have abs", the muscles are hidden by the layer of fat which lies on the outside of the muscles to it covers them up]
2. Do strength training to strengthen them and possibly expand them so they protrude more [try weight-lifting, especially repititions with dumbells tomake sue you don't inure yourself]
