It is impossible to make it safely for (self)-medical uses. And by the way: DCA means DiChloroAcetic acid which is neither a chloride (salt of eg. sodium, not of 'di') nor an acetate (salt of acetic acid) but the an acid itself (CHCl2COOH).

The problem with producing this acid compound is you need Chlorine (Cl2) gas which is a very toxic and dangerous chemical.
