You need to get a special program from the internet to create a bootable disc.
I reccomend IMGburn which can be found at imgburn
When you download and install it, run it and choose write image file to disc. Browse to your iso file and click start

Windows 7 and Windows XP are operating systems. You cannot format operating systems. But you can format your hard disk or hard drive. You can use Windows XP bootable CD to format HDD, but you will have to use Windows 7 Bootable Installation disk to install OS on your formatted drive.

Enter BIOS and make sure the DVD is 1st boot priority. Use a bootable Windows 7 DVD, a clean install should replace the bootmanager.
