You need to be creative! Use a sturdy blanket or two and tuck them in between the mattress and the springs then tuck their other end in where you think it makes the most fort-like form. Be sure to leave a doorway area and if you plan to have food inside your fort, be sure to get permission to do so.

I used to have a wooden bunkbed set when I was kid. That thing lasted forever so I'd recommend that one. My brothers had a wooden bunkbed set...and it's still standing today! (They're 20 We have a wooden bunkbed for our 2 boys-5 and 3 years old- and it's great. Some metal ones are made of very cheap metal and will warp and bend easily. Beware when you are shopping Metal. Preferrably the kind they sell for prisons given my kids' rambunctious nature!

You must teach them how safe they must be while on the top bed and that they must be responsible while multiple people could be on the top.
You could build a fort with logs or straight branches in a log cabin fashion. Or you could make a tent with old blankets and a clothes line.
