I'm no scientist but I am sure it is just the effect of the chill ice hitting the water. The less cool temperture makes the ice instantly crack. Why, I'm not quite sure:)
Cold air and hot water makes water freeze faster simply because the hot water is steaming and so the result is that there is less water to freeze. hot water = steam = less water less water = faster freeze cold air = faster freeze
Simple because during the winter it is obviously cold and if the wind is expected to blow they factor in the wind speed to come up with a wind chill. That wind chill is the what feels like temperature. Such as they could forecast a low of 25 but, if the wind is expected to blow around 10mph then the wind chill will make it feel like 20 or lower. In the summer though when it is hot if it is say 90 degrees and the humidity is around 50% then that 90 might feel like close to 100 or more.
Wind chill would not be measured on the equator because it's too hot. It is generally only measured for temperatures below 45 degrees F. Only the highest mountains would get anywhere close to this.

When you cook anything spicy in a food cooking it in coconut milk helps to tone down the spiciness. If you are going to stuff it I don't think there's anyway to make it any less hot.
