If you want to make a circle that is 2 pixels wide:
- Use the ellipse marking tool on a new layer (transparent) and hold the Shift or Ctrl key (or both) to get the outside edge of circle you want.
- Fill the circle with the color of your choice
- Use the select >Shrink option to make the selection smaller by 2 pixels
- Delete the interior of the circle
- You are left with a ring 2 pixels wide on that layer
