hold it closer to you, hold it more if it isn't used to you, and also hand feed it in other words pinch a piece of food and put it near it's face it's should relax then.

Put it back into its cage. Put the cage in a quiet, dark place. Poor hamster will calm down.
We did have one in the past that got lost behind the washer/dryer and came into contact with some chemical and went amok. If something like that happened, be sure to wipe it off with a damp towel and consider taking it to the vet ASAP.
