All the information for a game is stored on one chip, the ROM, in the cartridge. A ROM file is a copy of all the information on that chip. In the case of the GBA, it will have the extension *.gba . You can play this file on your computer with an emulator, or put it on a flash cartidge (like a usb flash drive/thumb drive) that you can play on your GameBoy.
So, you will need to make a ROM file.
First you learn a programming language that can be compiled for the GBA. Your best picks are:
* C * Assembly for the GBA's ARM processor (assembly language is different for each processor)
Learning the language won't be easy (that's why we pay professionals to do it ;-) )
You need to find a compiler for this language, and tools that can edit images and sounds for the GBA. A good resource is http://www.devrs.com/gba/software.php

Floating gate and control gate are the names of the transistors. Both the transistors are set apart from each other by means of a thin oxide layer. When power passes through these, the memory starts functioning.
