One of the big ways to make people look scary is with unusual lighting, especially with light from below the face. This is why people hold a flashlight upside down on their face when telling ghost stories. The unfamiliar shadows trick the brain into thinking certain features look sunken. You can use this to your advantage if you're going out where it's dark.
If you're handy, get a round frosted globe that's designed to go over light fixtures (you can get this for around $5-10 at a home center) and (if you don't have one) a small LED battery flashlight. Build a small base for the globe (I like using foam) and stick the light through so it lights up the globe. You now have a "fortune telling" crystal ball (which already makes you kind of supernatural and scary), and if you hold it below your chin it will make you look really sinister.
