You can't make hats in runescape aside from a leather coif or cowl (which can be made using soft leather, thread, and a needle). Things like chef's hats and wizard hats are dropped from goblins and wizards, respectively. Other hats can be obtained from holiday events such as the Christmas and Easter events.

You can also always buy hats from the Grand Exchange in Varrock.
