You can't. You just have to wait for it to grow naturally. If your horse's tail has been cut short, you can buy tail extensions to clip on to make it look longer. If the horse's tail has been docked, as in, the last tail vertebra removed as well, it will never grow back, but if the hair has been cut away, it grows at about the same rate as a human's hair.
However, a horses tail will grow faster and shinier the better they are cared for.
