You can't. You just have to wait for it to grow naturally. If your horse's tail has been cut short, you can buy tail extensions to clip on to make it look longer. If the horse's tail has been docked, as in, the last tail vertebra removed as well, it will never grow back, but if the hair has been cut away, it grows at about the same rate as a human's hair.

However, a horses tail will grow faster and shinier the better they are cared for. Brushing the tail will only slow the process (believe it or not), so instead of brushing it, just pick out the foreign objects with your fingers. Also, their hair tends to twist into pieces, and by untwisting these, it allows more freedom for each hair.

I do not think there is a good way to affect that, it's bound to depend on horse's genes. I have heard claims that certain microelements (for example, indium) may increase animal hair growth rate, but those additives are an unhealthy thing to try, in my opinion. Well-balanced ration and thorough regular care will make your horse's hair look neat and attractive even well into his older age, no matter how long his mane naturally is.

To get a horses hair to grow back you must first address the reason why he has lost his hair in the first place. It might be rain rot, Lice (rubbed the hair out), or some other fungal/bacterial infection. If that's the case then you can have your equine vet come out and check if you're uncertain. Once the problem has been found you can usually get an over the counter product to treat the problem, it may take weeks or months for the hair to grow back.

Biotin is often added as a supplement to horse feed to grow a dense, shiny coat including mane and tail. This will also affect the growth of hoof wall which is essentially the same material as hair. Biotin will not work if there is not enough methionine added to the supplement as well. Supplements without methionine and biotin are not likely to be as effective.

There is no way to 'make' it grow but brushing it daily, stimulating the follicles, will encourage strength; so the hair will not break as easily thus maintaining length.
