First of all, you need to get away from the term "make". Trying to "make" a horse do something doesn't end well. If you do eventually make him do something, he will forever resent doing it and may tend to explode and constantly rebel. You need to make it his idea to turn.
You should start on the ground and get your horse to move his hindquarters and forequarters when you poke his sides. Then get on and get him doing the same thing when you use your heel in place of your hand. You can use this to either turn him with only your feet, or in combination with the reins, or as a back-up if he doesn't turn with the rein cue.
Then, start by taking the slack out of one rein, then brace your hand against the saddle, and grip the rein tightly so he can't pull it out of your hand. As soon as he turns his head in the direction you took the slack out of, even the tiniest bit, release. Gradually begin asking for more. But do not pull his head around. Merely take the slack out to ask him to give you his face. If he tries to pull away, the pressure increases- because he pulled away. If he moves towards it, it releases, because he moved towards it. It's all on him. You do not need to put an immense amount of pressure, just enough to take the slack out and take up contact with that one side- the other should be loose, to avoid confusion at least for now. They are super sensitive, sometimes they just get stubborn, or are too scared to think right so we think they are dull, but they feel every touch of the reins.
Once you can get him to bring his head around a good distance to each side using no more pressure than is required to take the slack out of the rein, you can begin doing the same thing at the walk, then the trot and so on.
Feel free to use the reins and feet cues combined or seperately, which ever you want.
