How do you use a saddle in minecraft?

To use a saddle on a horse, you need to tame the horse first. You do this by right clicking on the horse with an empty hand. It will throw you off or be tamed. You keep riding it until it is tamed. You can then press "e" to see the horses inventory and you can put a saddle and armour on it.

To ride a pig, simply right click the pig with a saddle.

Only horses and pigs can be ridden (1.7.9).

In Vanilla (non-modded) minecraft, the saddle is only useful for pigs. Even so, you'd have to use a carrot-on-a-stick to control said pig while being ridden.

With mods installed (a good example being the dragon mounts mod) it has extended usage. In 1.6 and above, horses will be introduced, however they will require a horse saddle, not a regular saddle which is exclusive to pigs only.

to use a saddlebag you need to right-click with a wooden shovel and then the saddlebag inventory pops up.

You can't. First, there are no horses in vanilla minecraft, BUT! With Mo' creatures you will have horses. Second, it is not a saddlebag, it is a specific horse breed. ;)
