It's glue and paper. The term is French for "chewed paper". Any good quality school white glue will do fine for small projects such as Ross or Elmer's. For larger projects, a paste of flour and water is a good medium.
To begin, one needs a form. For a globe shape use a balloon. If you do not need to remove the shape, then use styrofoam as your base. Torn newspaper is an excellent source of paper for most projects.
Gather your materials together. You need paste, paper(newspaper, tissue, ect.), a tray, a form, and space. Thin your paste or glue to the consistancy of cream, that is, it will be thin almost like milk. Dip your paper into the glue until it is lightly coated with the paste. Run your fingers over the strip (newspaper) to remove the excess, and quickly lay it on the form. Smooth the strip to conform to the form. If the strip tears, it isn't a big deal, simply add another piece to the shape. Repeat this process until the form is covered. Allow at least 24 hours for the paste to dry on a one coat project.
To make features on the project, let it dry for 12 hours, then apply successive coats of paper mache at the selected place to make the desired feature.
The finished paper mache will be hard and will take paint well. Pop the balloon to release it after the project is dry.
We are making one at the moment for a childrens party, And we have, 2 balloons, One smaller then the other taped together on top of each other, 3 of the things from an egg carton, 4 toilet rolls, Tape 1 thing from egg carton on one side of the head, Another on the other side, And one for the nose, The toilet rolls are arms and legs, Then just paper mache and paint it :}
Materials: Newspaper,scissors,tape,1/4 cup water. 1/4 cup flour, bowl, masking tape, white drawing paper, water-based paints, including gold, paintbrushes, pencil.
1. Wad a piece of newspaper into a ball for a head. Roll a sheet of newspaper into a pointed ice cream cone shape. Fold the pointed end over toward the wide end once or twice to form the feet with toes pointed up
2. From the wide end trim the cone off to create an 8 body. Stuff a few newspaper scraps inside the cone. Tape the feet in a place and the head to the shoulders (the wide end of the cone) Set aside. Mix flour with water in the bowl to make a papier mache paste. The paste should be a thick consistency.
3. Cut the white paper into thin strips, no bigger than 8'' long and 3/4 wide. Glide a paper strip across the top of the paste mixture, coating one side. Run your fingers down either side of a strip to remove excess pate. Wrap at least two layers of strips around the newspaper mummy form, covering the whole body. Allow the mummy to dry overnight.
4. now you can sketch a royal Egyptian costume on the mummy. When your ready, begin painting your craft, starting with a headdress. Use the gold paint for special touches.
Use flour, water and salt. You can add white glue to the paste for extra strength. Tear newspaper into strips about 3 inches wide and dip into paste. Scrape the extra glue off by running between two fingers down the length of the paper. Put it over the form that you have made. 1.) Blow up a balloon to how big you want your mache to be
2.) Cut lots of paper up into about 3"x3" squares (lots of them) but not to big(this can be any square size you like but not above 5"x5")
3.) Put glue all over the balloon, don't miss any of the balloon( pva glue is the best)
4.) Stick a first layer all over over the balloon and then let it dry
5.) (next day) glue all over the newspaper and stick more newspaper over the glue
6.) do this again until all your paper has gone
7.) ( 2 days later) pop the balloon with a needle, take out the popped balloon
And their you have your paper mache
I use flour and water you have to have more flour than the water or itll become like a runny mixture not a squishy paste
An easy way to do this would be to blow up a balloon and place the glue soaked paper onto it, when dried simply pop the balloon.

The best way to make such a structure out of paper would be to use paper mache. Make your base and then cover it with your paper mache mixture.

Making a time capsule out of paper mache is easy. Simply create your mixture and cover a box with the paper strips until the paper mache can hold on its own.

To make a Paper Mache Dragon, you need a balloon, a whole lot of toilette paper tubes, and tape. Blow the balloon up to make the body and then tape the toilette paper tubes to the balloon to make the 4 legs tail and neck. Once every thing is taped caver the dragon with paper mache. To make paper mache: One part flour, two parts water.
