The property you are referring to is called the background-attachment property. This property accepts three values, scroll, fixed, or inherit. The default is scroll. However, to set the background to not scroll, you would do: background-attachment: fixed;

The Position tool is a combo Selection/Direct Selection tool specifically for images and their frames. When you click with it on an image frame, it acts like the Selection tool, allowing you to drag on the frame handles to crop the image, or Command/Ctrl-Shift-drag to scale the image and its frame. When you click inside the image, it acts like the Direct Selection tool, letting you move the image around within the frame or scale it without affecting the frame. Another neat feature of the Position tool is that it "doesn't speak Group," so it's impossible to inadvertently modify other objects in a grouped selection while you're working on an image in that group.

Don’t be bothered about matching the photo color with the frame color. Instead, consider if the frame complements the overall tone of your photo. Select a lighter frame for subtle and classic art. Choose a darker frame when you want uniqueness or elegance. Match the frame with the existing room décor. Choose a frame that goes with the wall color or select a contrast-colored frame to add the right amount of spark. If you want your photo frame to stand out, select a contrast frame color or ensure that the frame color isn’t similar to the wall color. Don’t tone down the photo color to a point where the frame becomes the center of attraction instead of the photo inside. Make sure that the image inside is the highlight and not the frame design.
