Well you automatically run a LAN server just by starting your world. The only reason why it wouldn't show on another's minecraft is because of one of the following
1. The Other Person is not in the area of the wireless LAN zone
2. You have set your world to be hidden (which stops others from joining you in your world)
click on open to lan then type in the port number

you can't
just go to mutiplayer and put ip sever you want to join
like any old time just make sure the sever is updated to 1.4.2
Make sure that in the menu in-game the bottom button says "Server is visible"
There is no BEST server in minecraft, each minecraft server is the best to some person, but others are not. The best minecraft server is a matter of opinion, whether you think it is the best or not.
minecraft has no age limit, neither does servers. some may warn you that there is swearing etc in them though.
