When using Adobe Premiere Elements 8 and fading out of a video into a picture transition the video fades out but then pops up for a split second before the picture plays why not a smooth transition?
Any clip in a transition needs "handles" either side to make a smooth transition. I had same issue in Premiere Elements 9 and couldn't work out why until I saw the web page at the related link below. Trimming the clip is all you need to do - the video explains why.
