An international telephone number begins with the plus symbol and the telephone country code (one, two, or three digits, never beginning with zero), followed in most cases by a city code (usually the domestic area code, minus the trunk prefix zero) and then the subscriber number. However, note that a few countries (most notably Italy) require you to retain the trunk prefix 0 from the domestic number. For example, Rome's area code 06 becomes +39 06, not +39 6.
If you are calling from a mobile phone, just enter the number in international format, beginning with the plus symbol. If you are calling from a landline phone, substitute the prefix 00 for the plus symbol.

∙ 10y agoThe United States is in telephone country code +1. You need the area code (always 3 digits) and the subscriber number (always 7 digits). There are several different area codes in Virginia.
The international access prefix for outbound international calls from India is 00.
(The plus sign means "insert your international access prefix here." From a GSM mobile phone, you can enter the number in full international format, starting with the plus sign. The most common prefix is 00, but Japan uses 010, Australia uses 0011, and many other countries use different prefixes.)
