You can draw the manga with pencil and pen and scan it, or you can draw it with a computer mouse. Drawing it with pencil is easier, unless you dont have a scanner. There are many websites where you can post your manga. (such as deviantart, and I think onemanga might let you post your own.) If you want your own website you can either go to freewebs, (or a similar Web Hosting service) or if you know how you can set up your own server. I would suggest freewebs. Once you do that just upload your manga and start advertising it.
