You can't download Garageband on a windows, it's a Macintosh application. Also, if you make music on it, exporting can only be done on a Macintosh. But of course, you buy a mac, you get garageband for free.

No, there is no Garageband app for the iPod Touch. Garageband can only be accessed if you have a Mac computer that either has iLife pre-installed on it, or if you have a Mac and buy an iLife disc to install Garageband. It is a software, not an app.
Garageband '09 and '11 automatically open up the last song you were working on. If you are using a Guest Account, these files are deleted when you log off, so GB will ask to create a new song. If you select New from the File menu, the Garageband Template menu comes up, and will let you select from the last projects you were working on as well. If you press the Quit button in this menu, Garageband will close, and will open this Template menu the next time you start the program.
Garageband Loops are prerecorded instrumental sections for you to use in your projects. You can find them in Library<Audio<Apple Loops<Apple<Apple Loops for GarageBand
You need to save your file as AIFF from garageband to be able to open it in Mixcraft. Mixcraft cannot open native garageband files.
