You just make a broadcast "level up", and under the hat make a bunch of adding to variables and list entries. That will probably do it, unless you want something fancier.

Hi, about making game, you can use the language that you know, but before you begin you need to find sources to show you the right way, I'm talking about 3d game programming. game programming needs to know programming language, mathematics for games, using either directx or opengl as a graphics api, collision detection, spatial partitioning including (kd, quad, bsp, oct and pvs), lighting techniques.
