Hey, you can create a counter-strike server by loading up your game and pressing "Create Server", but only you and bots can play in this one. You click on "Find Servers" and a list should pop up and you could change the filters to what ever you want. If you can't connect to any online servers, or none are showing up, go to www.steampowered.com and there should be some FAQs and other help topics. If you want to own a server, so that other people can play on it, you could buy/rent it online. There are many server companies, but I recently just bought one from proclan-servers.com They are the best quality and cheapest company out there right now.
