In Turnback Cave. Once you get the National Dex, the route where the Cave Maniac is would be a path on the right side in the middle. It is called Spring Path. Once you get through there you would have to use Rock Climb and reach the cave entrance. Turnback cave got its name when you go forward and go back from where you entered, it'll make you start over, so be careful.
