Your computer- Pretty self explanitory, the better specs your computer has the better it will be able to handle the game.

Internet connection - This is the main thing that will cause runescape to lag. Because it is an entirely online game you need to optimize your connection settings. Consider reconfiguring or upgrading your current internet.

Graphics Settings - Under the tool tab click "graphics settings" and change them to minimum detail. This usually helps me a bit with game lag.
