Beat the superheroes Copy Cat (in bank), Crusher (in junkyard), Speedy Spike (in subway), the one on the statue in the park, and the rat guy in the restrooms.
Once you've done that, talk to the old superhero, then the phone should ring. Answer it and you'll get flying powers- then you can go beat Betty Jetty and the island.
