You are talking about a Cooticatcher! Know how too make one ;) First you will need a square piece of paper. Second fold in half then unfold fold in half the other way then unfold. the lines that you just made are your guide lines. Now fold each corner in to the center flip it over (still folded) and fold in the corners aging. Then fold it in half and put your fingers in the pockets you just made then push all your fingers together. Now put a color on each outside triangle, a number on the the top of the inside flaps, and the sayings you want underneath the inside flaps. you spell-out the color while opening and closing it and then count out the number while doing the same pick another number lift up the flap of that number and read the saying.

What is a fair number?

I'm assuming that when you say 'fair number', you're talking about the saying "A fair number of people think...", correct? In that sense, there really is no hard and fast rule about what a fair number is. It's basically a saying to mean a considerable portion of a whole. For instance, if you were to say "A fair number of people are unhappy with the senator's policies," you're saying that there is a large percentage of the people in the state he was elected in don't agree with him, without giving an exact number.
