Like a normal fan, your computer fan serves to cool the computer down. If the fan is running loudly, then you may want to consider giving your computer a break for a while to let it cool down - then it will run quieter and faster.
It is also possible that your case has an excessive amount of dust and debris in it. This will cause the fans to often make excessive noise, as well as causing the components to overheat.
If your case IS full of dust, do NOT vacuum it! Vacuums cause static electricity, and it is quite easy to cause irreversible damage to components. If you blow it out with compressed air, make sure you do not spin the fans while you do so, as that could also cause damage to components.
Your best bet is to take it to a shop and have them blow it out.
Other ideasYou could try to get a new power supply which is quieter. They use larger fans that turn slower which are mounted under the power supply rather than in the back. They also use temperature monitoring circuitry and vary the speed of the fan accordingly.If your CPU fan is too loud, you could get a different heat sink and fan set up. Larger and more efficient heat sinks don't need as much air to cool the PC. Then if you have BIOS options and a motherboard that supports this, you can have it to monitor the temperature and vary the fan speed as necessary. Other CPU coolers have manual speed controls. Unless you are overclocking and doing a lot of gaming, then you don't need to turn the fan(s) full blast.
As for any additional case fans, you could switch them for a quieter version, turn the controls down, or take advantage of any dynamic cooling options that your motherboard has.

if its makeing a noise it may be the fan,
if its beeping their something else wrong with it take it to pcworld or some other PC vendor and have it checked.
the reason your computer is loud is because: a) the fan is running b) the HDD is running to quiet them down try using them less with a management program or see your local repair shop to install a bigger fan with less rotations or install a Solid state drive- there is no disk to spin so it makes no noise.
larger fans tend to run quieter
It's actually a function of the CPU cooling fan. If you call Dell, they can send you a quieter model CPU fan.

To make the sound sound loud, press harder down on the key. To make it sound quieter (piano) press lighter down on the key.

Basically what a computer fan do is pull the heat from the heatsink that is connectted to the CPU and escorts it out of the computer,, because if the CPU gets to hot then the computer just stop working.
