Either buy louder speakers, or get a more powerful sound card.
You can also use a program called IndieVolume, which primarily allows you to control sounds to different outputs but, if you use IndieVolume to control the Volume, once you reach 100% Volume, it gives you a Volume Boost Option. 1% goes a long way and it will do far more than 1%. I've never tried to get above 5% because at that level it sounds like my speakers will explode.
