In the movies I've seen some agency usually has a very fuzzy picture of a car. They zoom in on the license plate and you can barely tell where the license plate is. Then they "enhance" or something and suddenly you can easily read it.THIS IS NOT POSSIBLE.What you can do is if you can almost read but maybe it's just a little unclear, is deblur or sharpen or something in a good photo editing program, and you might be able to read it a little better.You cannot get any more information in out of a picture than is already in it.
To the best of my knowledge they are only unlawful if they are tinted or discolored to the point where they change the basic color(s) of the original license plate or obscure the plate in some fashion so that it cannot be read. The best thing to do in order to be certain is to contact your local PD or DMV office and ask.
