Tell them that you need a break or some air. If they say no, tell them that you have been cramped up in your house for a long time and you need to stretch out your legs. Say if you dont, you will get cramps and will be in a lot of pain.

You don't "make" your parents do anything. They are your parents and have reasons why they don't want you to do things. Ask them the reasons.
From my point of view, it depends on the child and parents. Let the like play outside if you trust him, and know he won't go off behid you guys. If you don't trust him, don't let him go out. Its really your choice, your the parent...
Try saying "Hey, I am kinda bored, may I go outside, I will bundle up".If they still say no, say "If I come inside every *Insert time* can I maybe go outside then?".
Beg them to let you go apolagise for what you have done even I they are in the right it makes them feel better and then leave them for like. Hal an hour then ask after.

If it's because his parents won't let him, there isn't really anything you can do. I suggest that you either let it go and find some other time to hang out with him (let him make it up to you); or you can talk to his parents if you really want him to go.
