If the center pieces are still attached, simply take the pieces and place them in the correct positions, making sure to put an edge piece in last. Your cube should be as good as new!
If one of the center pieces actually broke off, the solution is more complicated. Let me say this first: DO NOT USE GLUE! This will end up with one side that cannot move, and it will not fix it. One solution that I came up with is to put a FOLDED paper towel, napkin, or tissue over the metal frame where the center piece goes, and push down on the piece until it snaps into place. Then, assemble the cube as above, again making sure that an edge piece goes in last. At first, your cube will be very difficult to move, considering the friction, but it should improve with some use. If it is dropped, it will break again, so be careful.
You might want to try taking off the center caps and loosing the sides with a screw driver. Or take the cube apart and spray the inside part of each piece with heavy duty silicone, which you should be able to buy at hardware stores or places like Walmart.
You use some algorithms and solve it in layers. It is not that difficult to solve a rubik's cube though. You can look it up on YouTube for video reference as it is more effective than any written reference. I too learned from there. Happy Cube Solving :)

To improve your time learn better ways to solve it start with an easy method and work on from that an easy to learn method can be found on the Rubiks cube ipod app that can be purchased for free of the app store. Another way to improve your time is to get a better rubiks cube one that slides around the pieces more easier then others and to improve the slide lube it using vaseline. Just take it apart lube the pieces put it back together and use it freuquntely so the vaseline gets in all the peices. Make sure you use it after pputting the vaseline on it other wise it wil dry and will be hard to use.
Try doing some brain teasers or games that make you think. Sodoku, Rubiks cube, and crosswords are always good. It doesn't help if you give up though; if you don't get it try again or ask someone to explain it to you. You should improve everytime you do one.
