Well if I were you I would just do what Emma Watson did and cut all your hair off into an extremely short pixie cut or just shave your head because that hair is hard to manage I know because I used to have hair that was a few inches past my waist and it was extremly hard to manage so one day I just shaved my head and it was all better so just shave your head or get a really short pixicut.

New answer (different person):
The above is true however it is possible to manage this hair without removing it. The first thing to note is that Hermione's hair was like this, not Emma Watson's. Her pixie cut hairstyle was not to manage her natural hair but to make a point that she was sick of wearing her hair how she had to for Harry Potter, and so cut it at the first opportunity.
To manage this sort of hairstyle there are a variety of things you can try.
First, you might want to invest in a good, strong hair straightener. Even if it won't completely remove the puffy frizz, it will smooth out and sleeken your hair so it is bearable.
In addition, if you want curls, you may want a curling wand to recurl the hair after it has been straightened or semi-straightened. This should not be done before straightening the hair as it may stay frizzy and puffy.
However, the two above will damage your hair if you use it every day, particularly since you would be using a lot of heat for a long period of time in order to get the hair straightened. If you don't want to risk damage, there are a variety of shampoos with variety effectiveness and strength which can help to handle unruly, frizzy, or curly hair. You can also get hair conditioners and detangling/conditioning sprays which have similar effects.
