You need to have spoken to the Priest of Mara first about marraige - there are other Amulets of Mara available in the game in various places, but wearing these alone will not give you the marraige options. There are bugs involved if you already have an amulet and then buy one from the priest, that might have happened. Best thing to do is drop any you are holding, talk to the priest and buy his, then hopefully the marriage option will be available.
