The requirements are:
Upgrade your house twice
Buy the Husband's Bed
Have a Red Heart with the person
Complete his Heart Events
Unlock all 23 main characters
Have Nathan and Alisa currently living on the island
You can buy the Blue Feather in Chen's shop once any marriage candidate reaches an Orange Heart Color.
