Under what circumstances you are considered to be late is a matter of policy established by your employer, or by the contract between your employer and your union. It has nothing at all to do with OSHA.
If you are asked for a performance review from a past employer then you should reach out to your former manager. If you can't get a performance review, then you should use the manager as a reference.
The rules you should follow are whatever your employer has established. If your employer has not established any and you think there should be some, ask your employer about that.
