At the upper right side of any window next to the X are two clickable icons that let you minimize or maximize the window you are looking at.
To retore a window from the task bar, just left click on it.

Resize is the term your looking for i believe. Or if your referring to the box at the top of the window on the right its maximize, restore down, and minimize

It is not clear what you mean by "tab," but if you are talking about a window, then there is no shortcut for Excel to minimize or maximize a window. You need to click on the symbols in the top right corner of the window to maximize or minimize.
The minimize button reduces a window to an icon. Clicking the icon restores it. The maximize button increases the size of a window to fill the whole screen or (if an MDI (Multiple Document Interface) window, to fill the parent window's client area).
