I would strongly recommend against modifying the cable itself in any way. You will almost certainly break it!
There are inexpensive adapters available to convert standard USB to Micro USB and Mini USB to Micro USB.
However the cost of just buying the correct USB cable for your iPod touch isn't very much and is ultimately the correct solution.

Make sure you plug it in properly, or no electricity will flow through the cord to charge the iPod Touch. Check the cable you are using to charge it, too, since faulty cables will not charge iPod Touches. If you are not using a computer and cable to charge it, check that the equipment (be it a stereo, iHome, etc.) you are using to charge it is also working.
The side of the cable with the widest plug plugs into the bottom of your iPod and the other side of the cable plugs into a USB 2.0 port or to a wall adapter.
