I would recommend using GMountISO instead of Power ISO. It is very simple. To install it, go to the terminal and type:
sudo apt-get install GMountISO
PowerISO is not supported on Ubuntu. There are a multitude of programs that can do the same thing as well as or better than PowerISO, available for free in Ubuntu's repository.
To mount iso files do: mount -o loop filename targetdir for example: mount -o loop ubuntu.iso /mnt You might have to use sudo to mount in /mnt (though you can mount in any existing directory, it doesn't really matter)

If you downloaded only a .ISO file than you need to mount it to a virtual drive, download Daemon tools lite or Power ISO. After install add a drive and go to mount. Now it's just like the game CD-ROM it will probably auto run if it don't explore the drive and click the .EXE.

You need to burn the iso on to a cd/dvd using software which allows you to burn iso's. You can also mount the iso using software like daemon tools which would circumvent the need to burn the iso onto cd/dvd. Download the latest Ubuntu and burn the file as an iso. Change the boot order to make the CD drive first boot, rather than the hard-drive. With the iso disk in the CD drive, reboot the computer. Follow the instructions as they appear on the screen as Ubuntu is installed from the CD disk on to the computer's hard-drive. Once the install has finished, reboot the computer (after removing the ISO disc). Note: during the install procedure, you will be asked whether you want to add Ubuntu alongside the present operating system, or should Ubuntu use all the hard-drive, so wiping the original OS. If the latter is your choice, Ubuntu will become the only OS on the computer, so be sure to backup (remove to a safe place) any important files before starting the install.
