You must go to Lavender town and go into the radio tower and talk to the man in brown. He will install Kanto Radio in your Pokegear. Go to Snorlax. You must manually tune it,it's near the top. Exit,and press A on Snorlax(or it will automaticaly wake him up,can't remember.)And you will battle it and once caught or defeated you can pass.
