Let the tied bag with air in it float in the new tank water for 15-20 minutes to equalize temperature and slowly add tank water in 20 minute intervals to the bag. Don't pour the bag water in the tank, it will add any contaminates already in the bag, use a fish net to make the transfer.

Then add a little of the tank water to the bag, so he gets used to the new water chemistry. Wait a while longer, and then you can release it into the tank. If the change in temperature and chemistry are too sudden, the fish will go into shock and possibly die.

Watch for signs of illness. Do not buy the fish if it looks sick or any other fish from that same batch look ill. If you do all this and the fish is still staying on the bottom, he just might be shy.
