You cannot move to a different place in your town, but you can move to somebody else's game card. To do this you need to go to Pelly (or Phyllis depending on what time it is) and go to the Civic Center. Ask about moving and she will tell you the rest.

∙ 10y agoYou can't. Diving/wet suits/swimming was only recently introduced in New Leaf and were never available in previous games in the franchise without hacking to 'swim' or walk on water.

I'm pretty sure you can move to different towns on ds if you have two ds cards, but I'm not how - I've never tried it myself.
