It's a tricky situation, but one where I've been in her position. My guess is not that she regrets liking you, but regrets telling you because she doesn't want to wreck things. That's what I was really afraid of when I started liking my best guy friend. I thought either he'd like be back and it'd be awesome or it would completely ruin everything we had. I went for it, and now we're in love. If you like her back, go ahead and tell her. If you don't, you can continue to be best friends. Either way, you need to keep talking to her or you won't have her as a girlfriend or a friend. Good luck!
