Use a long breaker bar with a 3/8" or a 1/2" drive on it and insert the drive into the square on the tensioner,it should be easy to see, then release the tension on the belt,then remove the belt and install new belt then you can put the tensioner back on to the belt by moving the tensioner so the belt will slip on. Look on your radiator top support there is a diagram of how the belt goes around all the pulley's.

A serpentine belt has an idler pulley on is to keep it tight at all times. If your serpentine belt is loose, then something is worn out. Its possible the idler pulley is stuck in its bracket so it cannot move or the spring on it is worn out.
Applying a small amount of C4 on the idler pulley and detonating it will remove the serpentine belt with ease.
